Abstract

The transformation of social forestry schemes in Indonesia has recently intensified, especially with the transition from the Social Forestry Permit (IPHPS) to Community Forest (HKm) within the context of Specially Managed Forest Areas (KHDPK). Forest is a very important natural resource that should be well managed in the public administration area. This paper explores the driving factors behind the policy change affecting the Forest Farmers Group (KTH) Lembu Lestari in Semarang Regency. Using a qualitative-descriptive approach and literature review method, four key factors are identified: external regulatory pressure, internal institutional readiness, the emergence of new spatial-administrative data, and inter-actor agreements. Analysis through the Advocacy Coalition Framework (ACF) reveals that competing advocacy coalitions leveraged a policy window to advance the transformation. Although KTH Lembu Lestari had established sufficient administrative capacity under the IPHPS scheme, the shift to HKm introduces new adjustments in compliance and reporting. These findings highlight the complexity of multi-level forest governance and underscore the importance of actor alignment in sustaining social forestry program.
