Abstract

The transformation of Pancasila values, a key step in developing human resources (HR) in higher education, reflects the decline in the practice of Pancasila values, as evidenced by an increase in violence in response to the challenges of the digital generation. Descriptive qualitative research based on case studies of academic regulation practices and violence prevention and handling in higher education institutions formed the Task Force for Violence Prevention and Handling (Satgas PPKPT). Data collection was conducted through literature studies and in-depth interviews at Muhammadiyah University Surakarta, Sebelas Maret University, and Sragen University. The analysis technique identifies the value of Pancasila in human resource development and the effectiveness of cultivating Pancasila values through policies and practices in higher education institutions. The decline in the application of Pancasila values is strongly correlated with an increase in violence and moral decadence in higher education institutions. The involvement of the PPKPT Task Force, the strengthening of value-based academic regulations, and the integration of Pancasila in human resource development can be important pillars. However, the traditional approach to internalizing values is considered ineffective for the digital generation, which has different learning styles and value systems. The transformation of Pancasila values in the context of human resource development is a strategic step that urgently requires ethical, civilized, and humanistic culturalization, which not only requires regulations but also involves the academic community in responding to the challenges of the digital generation. Pancasila must be grounded in the sincerity of behavior, policies, and governance of higher education institutions.
