Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a vital pillar of Indonesia’s economy, yet their development remains constrained by limited resources, weak coordination, and uneven institutional capacity. Collaborative governance, emphasizing synergy among government, private sector, academia, and civil society, offers a potential framework to address these challenges. This study analyzes the practice of collaborative governance in MSME development in Sukabumi City, Indonesia. Using a qualitative case study approach, data were collected through semi-structured interviews with government officials, MSME facilitators, and entrepreneurs, complemented by document analysis of policy reports and secondary data. The framework of Emerson, Nabatchi, and Balogh (2012) was applied to assess three dimensions: principled engagement, shared motivation, and capacity for joint action. Findings show that while Sukabumi City’s Department of Cooperatives, MSMEs, Industry, and Trade (DISKUMINDAG) has initiated programs such as UMKM Naik Kelas and Sukabumi Entrepreneur Center, collaboration remains largely project-based, with limited follow-up and weak inter-agency coordination. Despite fiscal and structural constraints, substantial social capital and grassroots initiatives indicate potential for sustainable partnership. The study concludes that enhancing institutional design, facilitator capacity, and trust-building mechanisms is essential to transform episodic cooperation into a sustainable collaborative governance regime that strengthens MSME competitiveness.
