Abstract

This study examines the role of the Human Resources and Development Agency (BKPSDM) of Mandailing Natal Regency, Indonesia, in supporting sustainable development through effective HR management and inclusive social policies. Using a mixed-method approach, the study involves 44 BKPSDM respondents for quantitative analysis and interviews with key stakeholders for qualitative insights. The research explores how leadership, regulation, and supervision influence employee discipline and the implementation of inclusive policies. Results indicate that leadership has both direct (41.2%) and indirect (10.5%) positive effects on employee discipline, while regulation shows a 32.1% direct effect. Qualitative findings reveal BKPSDM’s initiatives in gender sensitivity training, diverse recruitment, and sustainable community development, alongside challenges such as budget constraints and resistance to change. The study highlights the importance of transformational leadership, regulatory refinement, and strengthening supervisory mechanisms. Recommendations include integrating sustainability principles into HR practices, enhancing stakeholder collaboration, and developing programs supporting marginalized groups, contributing to the localization of Sustainable Development Goals.
