Abstract

Indonesia, an archipelagic nation characterized by a rich diversity of ecosystems and a rapidly expanding population, encounters considerable challenges in managing its extensive river systems, which are essential for water supply, agriculture activities, transportation services, and environmental sanitation. Nonetheless, scholarly research on intergovernmental relations in river management within developing countries remains markedly inadequate. The primary objective of this paper is to analyse the model of intergovernmental relations, specifically in the context of river management in Indonesia. This research is library research using a qualitative approach conducted by reviewing relevant literature obtained from credible sources. The analysis indicated that intergovernmental relations concerning river management in Indonesia, within the context of decentralisation policy, exhibit interdependence and overlap. This phenomenon arises from the concurrent authority of national, provincial, and regency/municipality governments in the management of river resources. This finding also confirms the theoretical assumption of the overlapping-authority model. The originality and value of this paper lie in its provision of insights into the intergovernmental relations model concerning river management within a developing country characterised by a unitary and decentralised system.
