- Abstract
The purpose of this paper is to illustrate the new development paradigms and national policy environments faced in the current domestic and international financial and business environments, such as the inclusive economy, the digital economy and the green sustainable economy/ESG. Based on this, it further analyses the main constraints and basic behavioural motivations of SMEs as the main economic actors in China in determining the size of the enterprise and formulating the development model, using quantitative and behavioural approaches. Finally, an attempt is made to provide preliminary optimisation paths for related development dilemmas and problems.
