Abstract: The advancement of artificial intelligence technology has created challenges for global governance, manifested in three major issues: competition over data sovereignty, ethical dilemmas surrounding algorithms, and the widening gap in intelligence capabilities. The limitations of the traditional governance model centered on nation-states have become increasingly apparent. This paper argues that the “new worldview” —rooted in Chinese civilization’s concept of a shared world and centered on the community with a shared future for mankind—can provide a philosophical foundation and a principled framework for addressing these governance challenges. This framework advocates moving beyond zero-sum games and, with “consultation, joint contribution, and shared benefits” at its core, establishes a new paradigm for global governance characterized by collaboration among diverse stakeholders, shared risk-bearing, and shared outcomes.
