Abstract

Ghana’s textile and apparel industry contributes only 0.5% to GDP and has recorded low exports, underscoring its weak competitiveness compared to leading producers in Asia and other African countries. This study analyses the 2025 State of the Nation Address (SONA) and the 2025 Budget Statement to evaluate the government’s initiatives aimed at resetting and revitalising the sector. The objectives are to identify specific interventions, assess their alignment with competitiveness drivers, and highlight implications for export-led growth. A qualitative research design was adopted, employing documentary analysis and thematic coding of policies related to infrastructure, finance, production, skills development, and demand creation. Porter’s Diamond Model was applied as the analytical framework, enabling the classification of initiatives into factor conditions, demand conditions, firm strategy and rivalry, and related and supporting industries, while considering the government’s role. Findings reveal key Commitments, including the 24-Hour Economy initiative, a GH¢300 million National Apprenticeship Programme, and the Women’s Development Bank. These measures address structural constraints such as high costs, weak demand, limited skills and inadequate infrastructure. The study recommends that policymakers should sustain fiscal incentives and scale skills development, while industry players should leverage reforms to innovate, adopt modern technologies, and strengthen collaboration for global competitiveness.
