Priorities for Rural Electricity Infrastructure Development in South Sulawesi Province Using Analytical Hierarchy Process Method

Abstract

The Electricity access in rural areas of South Sulawesi still faces inequality even though the national electrification ratio has exceeded 99%. Complex geo-graphical conditions and limited resources make determining priorities for electricity infrastructure development a major challenge. This study uses the Analytical Hierarchy Process (AHP) method to determine the priorities of villages that are not yet connected to the PLN electricity grid. Six main criteria were established, namely forest area, electrification method, infrastructure, electricity supply, distance from the grid, and population. Data was obtained through official documents and focus group discussions with PT PLN (Persero) South Sulawesi Electricity Project Implementation Unit. The analysis results show that the forest area factor has the most dominant weight (44.08%), followed by infrastructure conditions (21.99%) and distance (14.51%). Of the 61 villages analyzed, Lamasi Hulu Village was determined to be the highest priority with a score of 3.29, while Rampi Village was the lowest priority with a score of 1.51. The Consistency Ratio value of 0.0396 (< 0.1) indicates that the calculation results are consistent and acceptable. These findings provide a basis for more objective and data-driven decision-making in supporting the achievement of the 100% electrification target in South Sulawesi.
