Abstract

Capacity building to create a reliable organization in providing services to the community as well as the duties and responsibilities of each institution in order to carry out bureaucratic reform and national development goals. Services to the community can be effective if the community gets services with fast, short, precise and satisfactory procedures. Capacity building is needed to be given to each organization in order to support the implementation of their respective duties and functions as a government organization. Capacity building of organizations in Manggala Village, Makassar City, in order to improve the quality of public services. Capacity building to understand organizational capacity development, which includes the dimensions of incentive systems, personnel utilization, leadership, and managerial structures. It shows that capacity development in Manggala Village still has several obstacles, especially related to low incentives for non-civil servants and lack of competency development for Laskar Pelangi employees. Nevertheless, the leadership in Manggala Village has shown good efforts in planning organizational development. The existing organizational structure is also in accordance with the provisions and supports efforts to improve public services. Therefore, organizational capacity development needs to be carried out continuously to increase the effectiveness of public services and realize good governance.
