The data collection technique is carried out through interviews, observations and documentation studies. Data analysis techniques are carried out with thematic analysis techniques to identify patterns that emerge from interviews and observations. This study uses indigenous institutional theory with three principles, namely resilience and community commitment, indigenous leadership, and institutional rhetoric in the context of the Papuan People’s Assembly. The results of the study show that the Papuan people highly value having a high commitment to their traditions and culture, which serves as a foundation for social resilience and implies customary leadership that is not only based on their political capabilities but also understands customs and traditions to obtain strong legitimacy from indigenous communities. The Papuan People’s Assembly still needs to continue to strengthen its capacity as a representative institution of indigenous peoples.
