Social Income Maximization, Education Input and Permanent Migration of Rural Labor: A Theoretical and Empirical Study of China

Abstract

The aim of this study is to explore the differences in permanent migration of rural labor in China with and without rural education subsidies. This paper focuses on the permanent migration of rural labor in China and constructs the educational investment assistance model to analyze the mechanism of influence of rural education subsidies on the permanent migration of the labor force. The theoretical model analysis concluded that educational investment in the rural sector is lower than in the urban sector in normal, if and only if there is a rural subsidy for education, and this education subsidy is large enough, the intensity of educational investment will be greater in the rural sector than the urban sector, and educational investment has a significantly positive effect on the permanent migration of rural labor. Finally, the paper uses an econometric regression model and data from 31 provinces (autonomous regions and municipalities) in China from 2010 to 2018 to study the relevant conclusions of the theoretical model, and the measurement results are consistent with the conclusions from the theoretical analysis. The research shows that (1) educational level is a decisive factor for the final choice of rural labor to settle in the town; (2) the urban–rural income gap and agricultural techno-logical progress both have a significant positive impact on the permanent migration of rural labor; (3) the policy of the permanent migration of rural labor will lead to invalid urbanization, if the development of the secondary and tertiary industries lags behind population urbanization; (4) and the effective way to transfer rural labor in the context of new urbanization is to strengthen educational investment, especially in rural areas.
