- Abstract
Our global society requires higher education institutions (HEIs) to continually adapt to a shifting socio-technical landscape. In citizenship education, there is an urgent need to reform traditional pedagogical models to actively foster crucial soft skills like empathy and global competency. This paper proposes an integrated learning framework that blends a six-step procedural course design methodology with a learning objectives model of interactions between the instructor and learners cognitive modes. By mapping specific emotional and cognitive skills into structured individual and collective learning phases, this approach guides educators to systematically build “wow,” “hmm,” and “aha” learning moments. The resulting blended curriculum design focuses on moving learners from instructor-centered knowledge acquisition to learner-centered collaborative creation. This framework provides global educational designers with a theory-driven blueprint for cultivating empathetic next-generation leaders.
