Abstract

Against the backdrop of the digital economy, the systematic reconstruction of talent cultivation models in vocational education has become a core issue supporting industrial upgrading and high-quality development. Based on an evolutionary analysis of policy clusters from the National Implementation Plan for Vocational Education Reform to the Outline of the Plan for Building a Strong Education Country, China's vocational education is undergoing a transformation from establishing its type status and constructing systems to fostering a digital ecosystem. In this process, the cultivation of technical and skilled talents exhibits three major paradigm shifts: in objectives, from skill impartation to the integration of digital literacy and cross-boundary competencies; in process, from supply-orientation to data-driven adaptation; and in actors, from school-led to multi-stakeholder collaborative education. To advance the implementation of these paradigms, it is necessary to construct a four-in-one practical pathway comprising a modular curriculum system, innovative virtual-real integrated teaching models, blended teaching teams, and deepened industry-education integration mechanisms. This framework provides a systematic solution from concept to action for the transformation and development of vocational institutions in the digital age.
