- Abstract
With the rapid development of information technology, digital government governance has become an important research topic in public management. This study, based on multi-source flow theory, delves into the connotations and characteristics of problem streams, policy streams, and political streams in the process of digital government governance. In the context of the digital age, problem streams exhibit new features such as data-driven approaches and diversified public demands; policy streams integrate the wisdom and perspectives of numerous technical experts, data scientists, and relevant interest groups; political streams are influenced by factors such as digital governance concepts, national strategic layouts, and international competitive pressures. By analyzing the interactive relationships among these three streams and the mechanisms that open policy windows, this study proposes corresponding optimization strategies to address the challenges faced by digital government governance, aiming to provide theoretical support for enhancing the effectiveness of digital government governance.
