Abstract

Innovation consortia enhance national innovation systems and core-tech breakthroughs. Analysis of National Science Award networks (2012-2020) via SIENA reveals: (1) Spiral evolution with size/stage variation; (2) Structural balance, openness, subject size, cross-industry capability, and innovation drive dynamics; (3) Partner selection favors: high-low connectivity pairing, innovative-innovative clustering, specialist-generalist collaboration. Network properties and entity attributes co-shape ecosystems.
