Abstract

Entrepreneurial culture is the individual or group behavior, attitudes, knowledge, and skills that enable business success and growth. Social capital can create a positive value and environment to bring an entrepreneurial culture within the fishery community and constituted by six elements. The purpose of this paper is to analyse the relationship of one element of social capital namely Social Cohesion and Inclusion towards Entrepreneurial Culture and its barriers among coastal fishermen in Kuala Perlis, Malaysia. This study focused on Social Cohesion and Inclusion due to the low mean score of this element, which was at 2.4377 compared to other elements, besides its low correlation with entrepreneurial culture at 0.044. Then, this study applied the barriers index as a measurement tool to measure the barriers level of Social Cohesion and Inclusion. From the scatter plot, the result showed that most fishermen have a medium entrepreneurial culture as well as low social cohesion and inclusion. This study proposed that the level of social capital barriers especially Social Cohesion and Inclusion can be enhanced by establishing cultural policies and programs at the community level, focusing on social cohesion and inclusion, entrepreneurial culture, overcoming barriers, and supporting fishermen.
