Abstract

Technological innovations such as blockchain, artificial intelligence (AI), and mobile applications are increasingly utilized in migration management to enhance efficiency, transparency, and inclusivity. However, challenges persist, including data privacy concerns, algorithmic biases, and disparities in technological capabilities among countries. The Rohingya refugee crisis in Indonesia underscores the necessity of ethical frameworks in deploying these technologies. This study explores the challenges and opportunities of technological innovations in migration management, focusing on the Rohingya refugee crisis in Indonesia. It aims to provide recommendations for developing inclusive and effective migration policies that leverage technology while safeguarding migrants’ rights and dignity. A qualitative approach was employed through a literature review of international journal articles and case studies on technology-driven migration management. Legal and ethical considerations in using these technologies, particularly for vulnerable migrant populations, were also analyzed. Data processing was supported by Atlas.ti software to derive key findings. The study reveals that while technological innovations can enhance migration management, they also pose risks such as data breaches, reinforcement of biases, and the exclusion of less technologically advanced regions. Nonetheless, opportunities exist for more responsive and inclusive migration policies through digital trace data utilization and ICT integration to support migrant inclusion and service access. These findings emphasize the need for balanced technological adoption in migration governance, ensuring both innovation and ethical considerations to create sustainable and equitable migration policies.
