Abstract

With the continuous acceleration of urbanization worldwide, urban transportation systems are increasingly highlighting serious problems such as huge energy consumption and excessive carbon emissions, which have become important bottlenecks restricting the sustainable development of cities. This article focuses on the core issue of green transportation planning and explores its key role and specific implementation strategies in promoting urban sustainable development. It aims to build a collaborative framework that covers three elements: policy guidance, technological innovation, and social participation. Through a series of theoretical analysis and empirical case studies, have found that the successful implementation of green transportation planning requires coordination and cooperation at the institutional level, adaptive innovation at the technical level, and extensive participation at the social level. The transitional case analysis using Oslo and Shenzhen as examples further reveals the advantages and limitations of different development paths, and verifies that planning needs to be flexibly adjusted based on urban size, institutional background, and risk tolerance. The research results indicate that green transportation planning needs to adhere to systematic thinking, effectively address the challenges of urban complexity and climate change, and provide solid theoretical support and practical guidance for the sustainable development of cities around the world.
