Abstract

During different stages of public opinion risk management in our country, public opinion guidance is an important and effective means to prevent and control public opinion risks. This research is guided by the overall national security perspective and based on the theory of risk management. The aim is to leverage the collaborative effects of different entities, different communication methods, and different contents in the public opinion field of our country, to form a public opinion guidance mechanism for the internet in our country with a broader scope of influence and more diverse means, with the risk prevention and control as the governance boundary. Thus, it can effectively prevent and control public opinion risks in our country and minimize the impact of risks, returning to the core socialist values.
