Abstract

lE the aim of the study is to assess the role of the Regulation on the Implementation of State-Owned Enterprises (BUMN) governing the cooperation between BUMN and Small and Medium Enterprises (SMEs) in Indonesia to promote equitable and balanced economic development. This study will investigate how such regulatory framework empowers SMEs, and enhances their access to the market and resources, ultimately leading to long-run sustainability and growth. It also aims to analyze the overall effect of such partnerships on solutions within communities, the creation of jobs and the national economy as a whole. This study utilizes qualitative research design, including literature review and field research. Through this literature review, previous studies, government reports, and the relevant regulations were examined to understand the theoretical and empirical aspects of the partnership behavior between BUMNs and SMEs. This field research also includes face-to-face interviews and surveys of key stakeholders (state-owned enterprises, small business and policy experts) to generate empirical evidence on how well the regulation is working in practice and whether it is meeting its specific outcomes. Thematic analysis is applied to the data retrieved, with more contextual attention paid to explore how the partnership has contributed to local economic development as well as the empowerment of SMEs in practice.
