Groundwater monitoring is undergoing a strategic transformation under the paradigm of new quality productive forces, which emphasize technological innovation, digital intelligence, and green development. Despite its critical role in water security and ecological stability, current monitoring systems are constrained by fragmented networks, outdated technologies, poor data integration, and weak early warning capabilities. This paper proposes a modernization pathway focused on intelligent monitoring systems, data-driven governance platforms, multi-variable early warning frameworks, and integration into green and digital infrastructure strategies. These approaches aim to enable real-time monitoring, predictive diagnostics, and proactive risk management. Modernizing groundwater monitoring is essential for achieving sustainable water governance and ecological resilience. It requires coordinated policy support, technological innovation, and cross-sectoral collaboration to fully unlock its potential in the era of digital and ecological transition.
