Abstract

In the context of deepening economic globalization, financial openness has emerged as a critical pathway for enhancing national competitiveness. Over the past four decades of reform and opening-up, China has transitioned from a closed economic system to an open one. However, in pursuing high-level financial openness, it continues to face challenges such as exchange rate fluctuations, debt risks, and the regulation of cross-border data flows. This paper begins by exploring the synergistic mechanism between institutional innovation and risk control, constructing a multi-dimensional research framework. It addresses theoretical gaps in areas such as digital financial openness and the mutual recognition of green standards, providing practical guidance for improving the efficiency of cross-border capital flow regulation and enhancing the global competitiveness of local financial institutions. Given the limitations of existing research methods in addressing the complexities of financial openness—such as the idealized tendencies of dynamic simulation models, the singular scenarios of stress testing methods, and bottlenecks in data collection—this paper proposes the construction of a “dynamic adaptation” capability. This capability emphasizes the flexible combination of policy toolkits and risk control through a “progressive innovation” approach. Simultaneously, it advocates for the establishment of a new model that encompasses institutional resilience, technological empowerment, and risk buffering across three dimensions, thereby providing a better explanation for innovative practices like pipeline-style openness. This framework offers theoretical support and practical guidance for a financial openness model with Chinese characteristics and serves as a significant reference for restructuring the international financial governance system, particularly in the realms of digital financial infrastructure, the development of green financial standards, and the establishment of regional financial cooperation mechanisms.
