- Abstract
The problem of corruption is still a major obstacle that is difficult to resolve completely. Various efforts have been made, but acts of corruption still occur frequently and even seem to be increasing. One of the main reasons for the high level of corruption is the urge to maintain power, position, or personal interests, thus ignoring the principles of integrity and morality. Corruption in the public sector, especially related to the management of the state budget and infrastructure projects, is a serious problem that hinders the achievement of good governance in Indonesia. This study aims to analyze the development of law and politics against corruption from the New Order era to the Reformation era, and to assess how effective the Corruption Eradication Law and reforms in the Corruption Eradication Commission are in law enforcement. The method used in this study is a normative legal approach with a historical method to examine changes in policies and regulations related to anti-corruption. The findings of this study indicate that although the anti-corruption legal framework has been strengthened, the number of corruption cases has actually increased in the last five years, accompanied by significant losses for the state. Changes to the KPK, including the status of employees being changed to State Civil Apparatus, have the potential to reduce the independence of the institution. Corruption cases involving state officials, especially those holding important positions such as ministers, governors, and regents, not only damage public trust in the government, but also disrupt the bureaucratic structure and the government system as a whole. Information about officials involved in corruption cases is very important to study, as a picture of the level of honesty of leaders in the regions and the center, and can be used as a reference for law enforcement and improvements in government management. This study concludes that using only administrative and technological approaches is not enough; there needs to be a deep reform, including changes in bureaucratic culture, strict law enforcement, and active community involvement. Openness, accountability, and integrity are key elements in achieving good governance.
