Abstract

The free meal program initiated by the Indonesian government has the potential not only as a solution to the problem of food security and community nutrition, but also as an instrument to improve the national economy. In the context of governance (bestuur), this program can be optimized to create a broad economic impact through strengthening the local economy, absorbing labor and increasing people’s purchasing power. This journal aims to examine various legal and governance aspects related to the free meal program and how this program can be developed sustainably to maximize economic and social impacts. This study includes an analysis of public policy, regulations governing the implementation of the free meal program, as well as the governance structure needed for the program to run effectively and efficiently. This research found that, with good management, the free meal program can act as a local economic stimulus through partnerships with Micro, Small and Medium Enterprises (MSMEs) as providers of food ingredients. In addition, transparent and accountable governance is the key to maintaining public trust and preventing misuse of funds.
