Abstract

The maritime jurisdiction of Liaoning Province covers a vast area. With the continuous growth of the shipping industry, activities such as maritime transportation, marine fisheries, and recreational navigation have increased substantially, leading to a higher incidence of maritime accidents. According to data from the Liaoning Maritime Safety Administration, between 2015 and 2024, city level maritime search and rescue centers in Liaoning Province coordinated a total of 1,964 rescue missions successfully assisting 796 vessels. These figures indicate that maritime accidents in the region remain frequent and that the current rescue capability requires further enhancement. Given the sudden onset, urgency, and demanding operational environment of maritime emergencies, often complicated by challenging hydrological and meteorological conditions, it is essential to develop effective decision-support methods and tools to improve both the efficiency and success rate of maritime emergency operations in Liaoning Province. Evaluating the province’s maritime search and rescue capacity and subsequently optimizing it, therefore, constitutes a critical step toward strengthening regional emergency response systems.
