- Abstract
This paper addresses the management challenges arising from the expansion of grid infrastructure projects and increased technical complexity by proposing a standardized management model for construction project departments. By establishing a standardized system encompassing five key modules—organizational structure, management processes, on-site facilities, operational conduct, and performance evaluation—the model achieves systematic, standardized, and refined project management processes. Leveraging methods such as the PDCA cycle and fuzzy comprehensive evaluation, this approach effectively enhances construction efficiency, safety and quality standards, and cost control. Demonstrated through a project in Hebei Province, standardized management significantly reduced violations and defect rates, shortened construction duration, and boosted economic benefits.
