- Abstract
This study explores the mediating roles of public service motivation (PSM) and digital technology in determining how leadership turnover affects organizational resilience in public sector entities. Recognizing frequent leadership transitions as a recurring internal crisis, the research addresses a gap in the literature regarding how organizations navigate such disruptions. Specifically, it clarifies the synergy between intrinsic psychological drivers and technological support systems in buffering bureaucratic environments against internal shocks. Through a structured conceptual framework synthesizing existing research, the study demonstrates that both PSM and digital tools significantly influence the link between leadership shifts and resilience. The findings emphasize that public sector organizations must combine employee motivation with digital integration to mitigate vulnerabilities and bolster adaptive capacity.
