Abstract

Public services for vulnerable groups are an important aspect of governance that requires inclusivity and responsiveness. Vulnerable groups include children, the elderly, people with disabilities, as well as victims of natural disasters and victims of social disasters. This research examines the efforts of the Indonesian Food and Drug Authority Regional Office in Bengkulu (BPOM Bengkulu) in improving public services for marginalized communities. For this achievement, BPOM Bengkulu received an award from the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) in 2024 for its excellence in providing services. This study uses observational analysis of Service Evaluation Results conducted by Kemenpan RB to assess the quality and effectiveness of public services provided. The results showed significant improvements in service inclusiveness and responsiveness, particularly in meeting the special needs of vulnerable groups. The research highlighted key factors that contributed to these improvements, including policy implementation, service design, and institutional commitment. The results suggest that strengthening public policies with a more inclusive approach is critical to sustaining and expanding such progress. Furthermore, the research underscores the broader implications of equitable public service delivery in promoting social justice and improving governance effectiveness. Strengthening institutional frameworks and policy interventions will be crucial in ensuring that public services remain accessible, adaptive and people-centered.
