- Abstract
This study aims to examine Indonesia’s efforts to enhance its cybersecurity through cooperation within the ASEAN Regional Forum (ARF), in response to the rapid development of the digital world, which presents both significant opportunities and challenges. The phenomenon under study is the increasing transnational cyber threats that impact Indonesia’s national security, recognizing cyberspace as the fifth domain of modern warfare, as stated in the White Defence Paper. This research employs a qualitative descriptive approach with secondary data analysis to explore the impact of Indonesia’s cooperation with the ARF, particularly through programs such as the Cyber and Critical Tech Cooperation Program and the ASEAN Cyber Capacity Development Project. The findings indicate that Indonesia’s leadership in the ARF has great potential to strengthen national cybersecurity, with both direct and indirect effects on the development of Indonesia’s cybersecurity capacity, especially in addressing threats to critical infrastructure. Furthermore, this study highlights Indonesia’s contributions to strengthening the cybersecurity capacity of ASEAN member states through the ARF platform, which plays a crucial role in enhancing regional collaboration to address shared cyber challenges.
