Abstract

Entering the digital age, the role of provincial libraries in Indonesia has evolved into strategic institutions that promote literacy development and transform library services. However, there are still challenges in optimizing their work programs due to limited resources and complex user demands. This study investigates the collaborative efforts of the Central Java Provincial Library in supporting the success of its work program. This study aims to explore how collaboration with various stakeholders, educational institutions, local governments, and cultural organizations can improve library performance and services. The significance of this study lies in its contribution to understanding collaborative governance in the library sector, which is essential for achieving inclusive, innovative, and sustainable library services. Using qualitative methodology, this study employed observation, interviews, and document analysis to collect data. Findings indicate that the Central Java Provincial Library is involved in various forms of collaboration, including literacy improvement programs, human resource development, and innovation. These initiatives demonstrate a shift from the traditional role of libraries to that of dynamic centers of education and community engagement. This study provides insights into best practices for strategic partnerships in library management and highlights collaboration as an important mechanism for public libraries to remain relevant in the digital age.
