Abstract

Over the past two decades, tourism has played a crucial role in Japan’s economic development, particularly through the Visit Japan campaign. On the other hand, the increase in international tourist arrivals has been heavily concentrated in major urban centers, for example Tokyo, Osaka and Kyoto, resulting in other issues such as overtourism. In contrast, many rural areas have struggled to attract visitors, leading to regional economic stagnation. This study aims to examine the disparity in tourism distribution between urban and rural regions in Japan and to explore revitalization strategies designed to optimize tourism potential in rural areas. Using a descriptive qualitative approach based on literature review, the study highlights case examples such as Hita in Oita Prefecture.The research argues that rural revitalization is significantly influenced by three key factors: the unique potential of each region, community engagement in community-based tourism initiatives and consistent support from local and national government policies. The finding aims to contribute to broader discussions on sustainable tourism development and regional equity in the post-pandemic tourism landscape.
