Abstract

The Pekalongan Residency had modernization in the early 20th century as a result of the implementation of the Ethical Policy. It was manifested in the development of modern infrastructure. However, this modernization effort contrasted with the health conditions of the population in the Pekalongan Residency, which was struck by a plague. Modernization, often associated with symbols of progress, did not free them from health problems. This article aims to trace the spread and handling of the plague in the Pekalongan Residency in the early 20th century. The Pekalongan Residency administratively consists of the regencies of Brebes, Tegal, Pemalang, Pekalongan, and Batang. The method used in this research is the historical method. The findings of this research showed that the plague continued to spread in the Pekalongan Residency since the second decade of the 20th century. The number of plague cases increased throughout the 1920s to the 1930s, prompting the government to take various initiatives, including medical treatment and rat extermination efforts in residential areas. However, these measures were not always successful due to several obstacles. This is what made the plague one of the deadliest disease outbreaks that ever occurred in the Pekalongan Residency.
