Abstract

Indonesia’s public bureaucracy is undergoing digital transformation that extends beyond technological modernization to fundamental changes in organizational communication governance. This study examines how digital transformation reshapes organizational communication practices within public institutions and identifies the challenges and opportunities associated with these changes. Employing a Systematic Literature Review (SLR) guided by the PRISMA 2020 framework, this study synthesizes relevant scholarly literature on digital transformation, organizational communication governance, communicative rationality, and public sector reform. The findings indicate that digital technologies have expanded opportunities for transparency, collaboration, information exchange, and institutional responsiveness. However, hierarchical communication structures, uneven digital literacy, organizational resistance, and ethical challenges continue to constrain effective and participatory communication. The review further demonstrates that successful digital transformation depends not only on technological infrastructure but also on the development of an open, dialogic, adaptive, and learning-oriented organizational communication culture. The study contributes theoretically by integrating digital transformation, communication governance, and communicative rationality into a conceptual framework for understanding organizational adaptation in the public sector. Practically, the findings highlight the need for institutional policies that strengthen digital competencies, communication ethics, participatory practices, and collaborative organizational cultures to support transparent, responsive, and accountable public administration in Indonesia.
