Abstract

This study examines the impact of geospatial data integration on enhancing local governance in Indonesia’s Bogor and Bekasi regencies under the “One Data, One Map” (ODOM) initiative. The research employs a mixed-methods approach, combining surveys, focus group discussions, and structured interviews with 125 stakeholders. Using the Exponential Comparison Method (ECM) Decision Matrix, the study evaluates critical strategies for improving data integration, including policy reform, stakeholder engagement, decentralization, and capacity building. The findings reveal that dispute resolution experiences significantly influence stakeholders’ perceptions of the ODOM program, with notable variations between Bogor and Bekasi regencies. While Bogor benefits from advanced technological infrastructure and effective implementation, Bekasi faces challenges related to resource limitations and data inconsistencies. The ECM analysis identifies policy reform and stakeholder engagement as top priorities for enhancing program effectiveness. This research underscores the importance of addressing implementation challenges, fostering collaboration, and aligning geospatial initiatives with broader sustainable development goals. The insights provide actionable recommendations for improving geospatial data integration and its role in supporting equitable and efficient local governance.
