Abstract

This study assesses the practical activities at the Social Information and Services Unit (UILS) of the Central Jakarta City Administration Social Service, which plays a key role in empowering people with mental disabilities. Launched in 2022, the UILS program aims to increase the participation of people with disabilities in various aspects of life—social, economic, and cultural—by fostering independence among beneficiaries. However, challenges such as a limited number of social assistants, the lack of systematic beneficiary development records, and the absence of professional social workers with specialized skills in mental disabilities have hindered the implementation of the program. As a result, beneficiaries who have achieved independence continue to receive the same services, preventing the effective execution of the termination process, which is crucial in the social service cycle. This qualitative study, using in-depth interviews and direct observations, evaluates the social service model at UILS. The findings highlight significant barriers to the termination process and emphasize the need for clear, objective, and measurable termination indicators and criteria. To improve service quality and facilitate beneficiaries’ transition to independence, a more effective strategy is needed.
