- Abstract
The Recognition of Prior Learning (RPL) program represents a critical pathway in vocational education, requiring robust governance systems to ensure the quality and credibility of graduates. This research addresses a significant gap in international RPL literature by examining how systematic monitoring and evaluation follow-up mechanisms can enhance program governance in emerging economy contexts. A mixed-method approach was employed, combining qualitative observations and interviews with quantitative questionnaire analysis across six study programs at Politeknik Negeri Bali, Indonesia. Data were collected from 18 program managers through purposive sampling, supplemented by documentation studies and structured observations. The Miles & Huberman interactive model guided qualitative analysis, while descriptive statistics analyzed quantitative data using five-point Likert scales. Results demonstrate significant variations in implementation across programs, with completion rates ranging from 75% to 87.5% in established programs. Key findings reveal that effective implementation of follow-up requires strong institutional support, adequate resource allocation, and collaborative approaches among implementing units. This study contributes novel insights into systematic follow-up mechanisms specifically within Southeast Asian vocational education contexts, contrasting with predominantly Western-focused RPL research. The research produced comprehensive evaluation guidelines and standardized frameworks for sustainable RPL program governance, offering practical solutions for similar institutions in developing countries.
