Abstract

Festivals are increasingly recognized as catalysts for tourism, cultural identity, and community development. However, the implementation of sustainability across different organizing models remains uneven. This study conducts a systematic literature review of 23 peer-reviewed articles to explore how festivals address the triple bottom line (TBL) of sustainability—economic, social, and environmental dimensions—based on their governance structures. The findings reveal that community-led festivals prioritize social inclusion and cultural continuity, private sector-led events focus on economic gains and brand positioning, while government-led festivals provide institutional support yet face challenges in intersectoral collaboration and environmental integration. A notable gap across cases is the absence of standardized sustainability indicators and comprehensive evaluation mechanisms. To address this, the study proposes a governance framework tailored to public-sector festival management, emphasizing participatory planning, cross-sector collaboration, and multidimensional impact assessment. This review contributes to the academic discourse on sustainable event governance by synthesizing diverse approaches and offering policy-relevant recommendations for enhancing the role of governments in sustainable festival development.
