Abstract

The preservation of local culture is an important foundation in maintaining the identity, values, and heritage of a community, especially in island areas such as Negeri Rutong in Maluku Province. As part of an indigenous community with a wealth of local wisdom, Negeri Rutong faces challenges in maintaining traditions amid globalization and modernization. In this context, the capability of local human resources is a strategic factor that determines the success of cultural preservation efforts. This study aims to examine the capability of local human resources (HR) in cultural preservation in Negeri Rutong, Maluku, by highlighting the role of local communities in the development of sago ecotourism, which is the implementation of Negeri Rutong as a Tourism Village. The qualitative approach was conducted through in-depth interviews with traditional leaders, youth, and field observations on sago eco-tourism to understand the forms of local HR capabilities, such as traditional skills, knowledge of culture, local innovation, and community participation in tourism activities. The results show that local HR capabilities are an important foundation in maintaining cultural and environmental sustainability while supporting the transformation of Negeri Rutong as a Tourism Village. However, challenges such as limited training and a lack of institutional assistance are obstacles to strengthening the role of local human resources.
