Abstract

Non-Governmental Organizations (NGOs) significantly contribute to advancing women and family empowerment. The Westerlaken Foundation is an organization that supports around 15 families running simple businesses, including sewing, baking, laundry and ironing services, and spa treatments. The existing empowerment process relies on manual data collection and processing, which includes child and family profiling, assessment, monitoring, and evaluation. This manual method delays obtaining accurate information and hinders rapid decision-making. This project aims to develop a web-based information system that enables the direct evaluation of family empowerment initiatives for empowered families and foundation workers. The system was developed using the System Development Life Cycle (SDLC) methodology with a Waterfall model consisting of six stages: requirements specification, system design, implementation, integration and testing, deployment, and maintenance. Based on the results of black-box testing, all system functions have been running well. The findings indicate that the applied method significantly improves the efficiency of the assessment and monitoring procedures while ensuring transparency in the evaluation results. Based on the results of the usability test, the system has very good usability with a total average of 4.58. Including extensive reporting tools and progress monitoring for each family increases the efficacy and sustainability of the mentoring and empowerment initiative.
