The conference brought together researchers, engineers, practitioners, and industry experts to discuss recent advances in resilient city development and safety engineering. By promoting academic dialogue across multiple disciplines, the conference provided an effective platform for presenting innovative research, exchanging technical expertise, and strengthening international cooperation in addressing the challenges associated with resilient infrastructure and sustainable urban systems. The conference featured a comprehensive technical program consisting of keynote speeches and oral presentation sessions. Prof. Baojie He of Chongqing University delivered a keynote speech entitled "Heat-Resilient City Planning and Design", presenting recent advances in climate-responsive urban planning and strategies for enhancing urban resilience. Prof. Ali Cheshmehzangi of The University of Queensland presented "The CIM Revolution: Building Tomorrow's City Today", discussing the application of City Information Modeling in supporting intelligent urban development and integrated city management. Assoc. Prof. Dong Zhou of Zhengzhou University of Technology delivered the keynote speech "Research on the Application of High-Performance Concrete Based on the Utilization of Solid Waste Resources", introducing recent progress in sustainable construction materials and resource utilization. The oral presentation sessions further enabled participants to communicate their latest research achievements, exchange perspectives, and engage in constructive discussions, thereby enriching the academic quality and interdisciplinary nature of the conference. The contributions presented at ICRCSE 2026 reflected the broad and evolving landscape of resilient city and safety engineering research. The conference addressed a wide range of topics, including quality and reliability engineering, structural safety, fault diagnosis, energy efficiency and energy assurance, renewable energy systems, predictive maintenance, lifecycle management, testing and verification technologies, intelligent monitoring, non-destructive evaluation, smart city technologies, Internet of Things applications, artificial intelligence for disaster prediction, digital twin technologies, resilient transportation systems, cybersecurity, critical infrastructure protection, resilience assessment, and data-driven assurance methodologies. These studies demonstrated the increasing integration of intelligent technologies, engineering innovation, and sustainability principles in improving the resilience, reliability, and safety of modern urban environments. The conference attracted more than 100 participants from universities, research institutes, and industrial organizations in different countries and regions. A total of 69 manuscripts were submitted to the conference, among which 26 papers were accepted after a rigorous peer-review process conducted by the Technical Program Committee and independent reviewers. The accepted papers were selected on the basis of their originality, scientific contribution, technical quality, and relevance to the conference themes. This proceedings volume represents current research progress and practical developments in resilient city and safety engineering, while also providing valuable references for future academic research and engineering applications.
