- Abstract
The convergence of cyberterrorism, artificial intelligence (AI), and hybrid warfare presents multidimensional challenges to national security and regional stability. This article analyzes Indonesia–Japan cooperation in countering cyberterrorism and strengthening cyber resilience, focusing on governance, law, technology, and public–private partnerships. It draws on comparative case study methodology, elite interviews, survey findings, and document analysis. Particular attention is given to Indonesia’s draft Cybersecurity and Resilience Bill (RUU KKS), which represents a turning point in the securitization of cyberspace by embedding AI risk governance, critical infrastructure protection, and structured public–private partnerships. Japan’s Cybersecurity Basic Act offers a consolidated model for resilience and regional leadership. The article concludes that bilateral cooperation can serve as a replicable model for ASEAN by integrating legal harmonization, AI-powered early warning systems, and institutionalized partnerships.
