Abstract

With the rapid growth of the global halal industry, a rigid halal standardization system has created a hegemony that adversely affects halal practices in Muslim-minority countries. This problem is compounded by the perception among immigrant Muslims that local halal standards in these nations are not entirely halal. This study aims to analyze the epistemic hegemony concerning halal practices in Japan and to provide a theoretical foundation for halal pluriversality as a concept for achieving inclusive halal governance. Through a qualitative method with a decolonial approach, this study explores the epistemic hierarchy wherein halal standards from Muslim-majority countries are deemed more valid than those from Muslim-minority nations. The study reveals that the invalidation of a halal standard solely because it originates from a Muslim-minority country is unjustifiable. This is attributed to the highly pluralistic nature of halal practices, even within Muslim-majority countries themselves. Furthermore, halal practices in Muslim-minority countries represent an innovation within the halal standardization landscape and a form of resistance against the prevailing epistemic hegemony. This study recommends recognition and education from Muslim-majority countries concerning the validity of halal practices in Muslim-minority contexts. For implementation, a dialogue among global halal standardization bodies is necessary to discuss a dual-scheme certification policy that can accommodate the standards of Muslim-minority countries.
