- Abstract
Employment for persons with disabilities continues to show a serious challenge to inclusive development, especially in many developing economies. Although Sustainable Development Goal 8 emphasizes decent work for all, which advocates for decent work and economic growth for all, persons with disabilities continue to experience systemic barriers that limit their access to employment opportunities, particularly in developing countries. This paper explores how Islamic narratives and ethical thought can inform labor policies in Muslim-majority societies such as Indonesia. Drawing on the Qur’an, Hadith, and early Islamic history, the discussion situates values of justice, compassion, and human dignity as moral foundations for inclusion. It also considers how these principles can strengthen both personal resilience and policy design for persons with disabilities. Using Indonesia as a case study, the paper identifies policy gaps and opportunities to align faith-based ethics with national strategies. The central argument is that economic participation of persons with disabilities is not only a policy concern but also a moral responsibility within Islam. Interpreting disability through an Islamic lens may therefore help shift social attitudes and promote a future in which participation is shared by all.
