Abstract

Jakarta, as a global city vulnerable to climate change, faces persistent challenges from flooding, especially in areas like Kelurahan Penjaringan, North Jakarta. This study explores the roles of key stakeholders—government, community, and development partners—in flood disaster adaptation and mitigation efforts in the area. Using a qualitative descriptive method, data were collected through interviews guided by the General Guidelines for Disaster Resilient Villages (BNPB Regulation No. 1/2012). Findings indicate that while the government contributes through regulatory frameworks and funding, its village-level response tends to be reactive. The community demonstrates strong adaptability and preparedness through structural modifications, coordination, and participation in disaster-related initiatives. Development partners complement these efforts by enhancing community capacity and bridging partnerships for resources. Despite some gaps, particularly in government coordination, the synergy among stakeholders is pivotal in fostering a resilient and sustainable urban environment in Penjaringan.
