Abstract

Riding without helmets, triple riding, and speeding, the three biggest road traffic violations, contribute to accidents, loss of life, and congestion (traffic jams) in cities. Facility based monitoring by traffic authorities is traditional, costly in human resource monitoring, and inefficient. To resolve such problems, this paper develops a Smart RTO Regulations Monitoring and Enforcement System based on IoT and AI-ML. The proposed system allows for automatic real-time and recognition of such traffic violations and fine generation. IoT-enabled cameras collect the live stream of traffic. The models were trained to analyze the traffic footage using YOLO and OCR based algorithms to recognize violations. For traffic violations that are captured, the number plate can log in the RTO control database for processing, for example, it can generate an e-challan for issuing a ticket. From the experimental results section, the accuracy and response time obtained to record real-time violations was very excellent, making it a highly viable proposition in larger urban cities. The proposed system improves road traffic safety, adds IV and reduces human traffic duty requirements, and adds sustainable responsible nature to traffic control functions in Smart City initiatives.
