- Abstract
Governance systems are increasingly being transformed to digital technologies, making the need for secure, transparent, and efficient citizen engagement models more important than ever. However, the traditional digital governance frameworks have a number of challenges like lack of trust, data privacy issues, absence of citizens’ participation, and inefficiency in the implementation of policies. Blockchain, as a decentralized, immutable, and transparent technology, holds potential in addressing these challenges. In this sense, this research revisited a blockchain-enabled citizen engagement model which focuses on improved transparency, security and accountability in future digital governance. Existing research primarily examines blockchain-based voting systems, whereas this paper extends the application of blockchain beyond voting to policy execution, decision-making, and decentralized public service delivery. The proposed model consists of smart contracts for automated policy enforcement, decentralized identity (SSI) for secure citizen verification, and tokenized incentives that drive engagement. In addition, the research examines pressing issues including scalability, regulatory matching, and the convergence of blockchain with artificial intelligence (AI) and big data for enhancing governance mechanisms. The study introduces a real-time, scalable, and affordable governance system within trust-enabled digital governance roundabouts that engage the public through public-private collaborative governance and empower citizens. The study reveals that how, with the fathoming of blockchain, the implementation of policies, citizen’s trust, and sustainable governance model can be transformed and proven as beneficial for custom migrations.
