Abstract

By integrating blockchain technology through citizen collaboration models, there is also an opportunity for smart urban innovation, participatory governance, and secure digital identity management. They are typically centered around decentralized, transparent, and citizen-centric frameworks that promise to contribute to improvements in citizen engagement, data protection, and trust in the institutions of governance. Through decentralized autonomous organizations (DAOs), self-sovereign identity (SSI), and blockchain-based governance, it offers a scalable and future-oriented model for co-creating urban policy. It also explores challenges faced by these urban regions, including scalability and regulatory hurdles, and proposes tailored solutions to ensure these smart cities adopt, adapt, and thrive over time. This paper contributes to ongoing discourse on sustainable, participatory urban ecosystems by crosslinking policy analysis, emergent blockchain architectures, and empirical use cases. These results highlight the promise of blockchain-enabled collaboration in changing the landscape of digital governance, enhancing civic participation, and strengthening identity management systems in smart cities.
