Industrial Internet Empowers Green Manufacturing: Policy Expression and Corporate Cognition

- Abstract
This article uses LDA topic model and Sentiment analysis to compare the policy text and enterprise comments in the field of industrial Internet and green manufacturing from 2015 to 2026, and reveal the matching characteristics of policy orientation and enterprise cognition. The study found that the relationship between the two sides presents a three-level structure of “collaboration-differentiation-difference”: high coordination in the fields of “digital economy” and “industrial integration”; clear strategic consensus in the fields of “new quality productivity” and “green low-carbon” but differentiation of implementation paths; significant decline in the field of “equipment renewal” and “macro-governance”. The strategy focuses on investment-driven and top-level design, and enterprises are concerned about cost recovery and specific tools. The enterprise as a whole has a positive attitude (emotional average 40.36/[-50,50]). Based on this suggestion: provide small and medium-sized enterprises with easy-to-deploy low-cost digital tools, improve the carbon accounting and cost-sharing mechanism, and transform macro policies into enterprise-executable operational guidelines to narrow the cognitive gap and promote deep integration.
