- Abstract
The integration of technology into education presents both a transformative opportunity and a structural challenge in achieving equitable access to learning worldwide. This paper analyzes how educational management and technological innovation can collectively bridge the persistent digital divide that undermines the realization of the right to education. Drawing on global and national experiences—including MOOCs, open educational resources (OERs), and India’s initiatives such as SWAYAM, Swayam Prabha, and DIKSHA—the study explores how digital tools can promote inclusive, high-quality, and affordable education. It further investigates disparities among developed, developing, and underdeveloped regions, and across gender, socio-economic, urban-rural, and ability lines. Using policy analysis and empirical data from UNESCO, OECD, and national reports, the paper argues that technology must be embedded within comprehensive management systems, inclusive pedagogy, and robust policy frameworks aligned with Sustainable Development Goal 4 (SDG 4). The findings highlight that bridging the digital divide requires more than connectivity—it demands digital literacy, localized content, and participatory governance. The study concludes with recommendations emphasizing infrastructure investment, digital skill enhancement, and public–private collaboration to ensure that no learner is left behind. Ultimately, the paper asserts that technology, when strategically managed and equitably distributed, can become a catalyst for realizing education as a universal human right and a cornerstone of sustainable development.
